COVID-19 Protection Framework:
Quick guide to the COVID-19 Public Health Response (Protection Framework) Order 2021

  • You will be legally required to provide your Vaccine Pass to enter places that have vaccination requirements in place in order to operate under the current traffic light setting. This may include hospitality venues, events, gatherings, and gyms: clauses 28, 29, 30.
  • You cannot be asked to provide your Vaccine Pass to access basic needs services, including supermarkets, dairies, petrol stations, public transport, pharmacies and essential health care. This also applies to specific education and housing services: clauses 31, 32, 33.
  • Localised protections and lockdowns: can be used as part of the public health response, in addition to other measures, where necessary to protect affected communities: clauses 86 to 101.

No limits if My Vaccine Pass is used for:
  • Hospitality (e.g. cafes): clauses 25+, 26, 27+
  • Gatherings (e.g. at home, community events): clauses 42, 43
  • Events (indoor/outdoor, e.g. concerts, cinemas): clauses 51, 52
  • Close-proximity businesses (e.g. hairdressers): clauses 25+, 26, 27
  • Gyms: clauses 25+, 26, 27
If My Vaccine Pass is not used, the following restrictions apply:
  • Hospitality (e.g. cafes) – up to 100 people, based on 1m distancing, seated and separated: clauses 25+, 26, 41+, 69
  • Gatherings (e.g. at home, community events) – up to 100 people: clauses 42, 47+
  • Events (indoor/outdoor, e.g. concerts, cinemas) – up to 100 people based on 1m distancing, seated and separated for service of food and drink: clauses 51, 54+
  • Close-proximity businesses (e.g. hairdressers, beauty salons) – face coverings for staff, 1m distancing between customers: clauses 23+, 24, 26, 35, 38, 39
  • Gyms – up to 100 people,  based on 1m distancing: clauses 25, 26, 41+

ORANGE

  • Workplaces – open
  • Education (schools, ECE, tertiary) – open with guidance on public health measures
No limits if My Vaccine Pass is used for:
  • Hospitality (e.g. cafes): clauses 25+, 26, 27+

  • Close-proximity businesses (e.g. hairdressers, beauty salons)  – not able to operate: clauses 25+, 26, 60
  • Events (indoor/outdoor, e.g. concerns, cinemas) – not able to operate: clauses 51, 52
  • Gyms – not able to operate: clauses 25+, 26, 60

  • Gatherings (e.g. at home, community events) – up to 100 people: clauses 42, 46+
  • Events (indoor/outdoor, e.g. concerts, cinemas) –  up to 100 people based on 1m distancing, seated and separated for service of food and drink: clauses 51, 53+, 69
  • Close-proximity businesses (e.g. hairdressers): clauses 25+, 26, 27
  • Gyms – up to 100 people, based on 1m distancing: clauses 25+, 26, 27, 41+
  • Tertiary education – open onsite with capacity limits based on 1m distancing: clauses 25+, 26, 40+, 78
If My Vaccine Pass is not used, the following restrictions apply:
  • Hospitality (e.g. cafes) – contactless only: clauses 25+, 26, 55
  • Gatherings (e.g. at home, community events) – up to 25 people: clauses 42, 48+
  • Events (indoor/outdoor, e.g. concerts, cinemas) – not able to operate: clause 51
  • Close-proximity businesses (e.g. hairdressers, beauty salons) – not able to operate: clauses 25+, 26, 60
  • Gyms – not able to operate: clauses 25, 26, 60
  • Tertiary education – distance learning only: clauses 25, 26, 40+, 79

Note

  • If clause number has a “+”, this indicates the schedule has an extra modification that sets when or how the clause applies (eg, specifying the businesses to which the clause applies or setting the capacity limit for the clause).
  • “CVC” means a COVID-19 vaccination certificate/My Vaccine Pass
