Policy to Legislation seminar

Policy to Legislation is a specialist course co-hosted by Office of the Clerk and the PCO. It provides a walk-through of the process of developing a new law, from policy development to Royal assent.

Who should attend?

This course is specifically designed for public servants from legal and policy teams who are new to the process of developing policy into legislation. Public servants who provide instructions to the PCO or have a role in supporting a Minister as a Bill goes through the House will also find this seminar useful.

For lawyers, this seminar includes interactive workshops and is verifiable and could count for up to three hours of CPD provided that it fits with your CPD plan and identified learning needs.

Course structure

  1. Welcome from the Clerk of the House and Chief Parliamentary Counsel

  2. Legislative Process Plenary (experts from the PCO, Cabinet Office, and the Legislation Design and Advisory Committee)

  3. Workshops:

    • PCO: offering practical advice and information on the drafting process for Government legislation

    • Select committees: role and function of select committees, and their interaction with the House

    • House operations: an overview of the legislative process and House operations.
